What Is ULEZ and Why Does It Matter?

The Ultra Low Emission Zone (ULEZ) is a traffic pollution charge zone that covers all London boroughs. Introduced in April 2019 and expanded London-wide in August 2023, it is designed to improve air quality by discouraging the most polluting vehicles from driving in the area.

Vehicles that do not meet the required emission standards must pay a daily charge of 12.50 pounds for cars, motorcycles, and vans (up to 3.5 tonnes), or 100 pounds for heavier vehicles including lorries, buses, and coaches. The charge applies 24 hours a day, every day of the year.

Air pollution is a serious public health issue in London and across the UK. It contributes to thousands of premature deaths each year and causes or worsens conditions including asthma, heart disease, and lung cancer. The ULEZ scheme aims to reduce harmful nitrogen dioxide (NO2) levels and particulate matter from vehicle exhaust.

Transport for London (TfL) estimates that the ULEZ expansion has led to a significant reduction in polluting vehicles, improving air quality for millions of Londoners. Similar Clean Air Zones are being introduced in cities across the UK, making emission compliance increasingly important for all drivers.

ULEZ Emission Standards

Petrol Vehicles

Must meet Euro 4 standard (or better). This generally includes most petrol cars manufactured from January 2006 onwards, though some earlier models may comply. Euro 4 limits nitrogen oxide (NOx) emissions to 0.08 g/km for passenger cars.

Diesel Vehicles

Must meet Euro 6 standard (or better). This generally includes most diesel cars manufactured from September 2015 onwards. Euro 6 limits NOx emissions to 0.08 g/km for diesel passenger cars, a significant reduction from Euro 5.

Electric & Hybrid

Fully electric and hydrogen fuel cell vehicles are exempt from the ULEZ charge. Plug-in hybrids need to check their Euro standard, as they have a combustion engine component that must meet the relevant standard.

Motorcycles & Mopeds

Must meet Euro 3 standard (or better). This generally includes most motorcycles manufactured from January 2007 onwards. Older classics may be exempt if they qualify for historic vehicle status.

Clean Air Zones Across the UK

ULEZ is not the only emission zone in the UK. Several cities have introduced or are planning Clean Air Zones (CAZs) with their own rules and charges. Knowing your vehicle's Euro emission standard helps you check compliance for any of these zones.

Birmingham: A Class D CAZ that charges non-compliant cars 8 pounds per day and larger vehicles up to 50 pounds per day.

Bath: A Class C zone that charges higher-polluting vehicles including taxis, buses, coaches, and HGVs, but not private cars.

Bristol: Has a small diesel ban zone in the city centre for older commercial vehicles plus a wider CAZ with daily charges.

Frequently Asked Questions

What is ULEZ?

ULEZ stands for Ultra Low Emission Zone. It is a London-wide area where vehicles must meet strict emission standards or pay a daily charge of £12.50 for cars, motorcycles, and vans, or £100 for heavier vehicles. It operates 24 hours a day, 365 days a year.

Which vehicles are ULEZ compliant?

Generally, petrol vehicles must meet Euro 4 standards (most manufactured from 2006 onwards) and diesel vehicles must meet Euro 6 standards (most manufactured from September 2015 onwards). Electric and hydrogen vehicles are exempt. However, compliance depends on the actual Euro standard of the vehicle, not just its age.

Is the ULEZ check free?

Yes, checking your vehicle's ULEZ compliance on PlateCheck is completely free. Enter any UK registration number and you will instantly see the vehicle's emission standard and whether it meets ULEZ requirements.

What happens if I drive in ULEZ with a non-compliant vehicle?

You will need to pay the daily ULEZ charge of £12.50. If you fail to pay by midnight on the third day after travel, you will receive a Penalty Charge Notice of £180, reduced to £90 if paid within 14 days.

Does ULEZ apply to me if I live outside London?

ULEZ applies to any vehicle driving within the zone, regardless of where the vehicle is registered. If you drive into London for work, visits, or passing through, your vehicle must comply or you must pay the charge.

Are there Clean Air Zones outside London?

Yes, several UK cities have implemented or are planning Clean Air Zones (CAZs), including Birmingham, Bath, Bradford, Bristol, and Portsmouth. Each zone has its own rules and charges. PlateCheck shows your vehicle's Euro standard so you can check compliance for any zone.
